Simon is a veterinary surgeon in practice near Swindon, Wiltshire. He was appointed as a magistrate in 1991 and became Chairman of the Swindon Bench and then became the first chairman of the combined Wiltshire Bench. He has also been Deputy Chairman of the Magistrates Association and was appointed as the magistrate member of the Criminal Justice Council.
